Here is a picture of the inside of the EVSE provided with the Nissan LEAF; It is similar to the one you get with the Mitsubishi i-MiEV, Citroen C-Zero, Peugeot iOn, etc
It contains an AC power converter to limit the current going through the cables, and the J1772 electronic circuitry
I have a 230 V 16 A (charging at 13 A) EVSE. I'd rather have a slower one, since that would allow me to charge more places (I can normally charge Mode 3). From your picture of the inside of the Leaf EVSE, I see no dip switch or adjustment that would allow me to set my EVSE to work at 8 A instead of 13 A. I would assume it could be that easy, but maybe I'm wrong.
